Position:                    COMMISSION ON ETHICS GENERAL COUNSEL
Salary:                        $87,000 Annually, negotiable depending upon qualifications
Department:              Commission on Ethics
Location:                    300 N Dixie Hwy, Suite 450, WPB
Hours:                        8:00 A.M. to 5:00 P.M., Monday – Friday
Other:                         Valid Florida Driver’s License and PBC Risk Management Department driving history approval prior to appointment.

                                    THIS IS AN AT-WILL POSITION.


Provides legal services for the Palm Beach County Commission on Ethics (COE) regarding issues involving the Palm Beach County Code of Ethics, Lobbyist Registration Ordinance, and Post Employment Ordinance. Prepares and presents cases to the COE. Conducts legal research and prepares legal opinions for the COE. Prepares correspondence, motions, settlement agreements, and proposed legal opinions and advisory opinions for the COE. Presents factual and legal analysis for legal sufficiency determinations of complaints to the Executive Director and probable cause determinations of complaints to the COE. Prepares and gives public presentations including general informational/targeted training to public employees and officials.  Performs community outreach functions, including but not limited to social media posting, drafting of newsletters, and other print and online materials. Renders administrative and courtroom presentations on occasion. Work is performed under the supervision of the Executive Director. General Counsel duties include administrative work, litigation, and presentation in COE meetings and quasi-judicial hearings, and may include courtroom presentation on occasion.

QUALIFICATIONS:
Juris Doctor (J.D.) Degree; three (3) years of local or state government law experience in criminal law and prosecution.

PREFERENCE FOR EXPERIENCE WITH: Preparing and giving public presentations; training employees; litigating matters as lead or assisting counsel at trial or appellate level. Also desirable: Familiarity with Florida’s public records and public meeting laws; participation in business, government, professional, and/or community-based organizations.
