JOB PURPOSE:

Founded in 2000, the National Crime Victim Law Institute (NCVLI) is a 501(c)(3) nonprofit educational and legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLI’s mission is to actively promote balance and fairness in the justice system through crime victim centered legal advocacy, education, and resource sharing.  We promote crime victims’ rights in criminal, civil, military and administrative justice systems nationwide through litigation (in the form of amicus curiae, occasional direct representation, and legal technical assistance); education through publications and trainings (both in-person and technology-assisted); and public policy development.  NCVLI is funded primarily by government grants and contracts, and this is position is partially grant-funded, the continuation of which is dependent upon renewal of funding.  For more information about NCVLI, visit the website: www.ncvli.org.

As a member of NCVLI’s leadership team, the Director of Strategic Outreach & Partnerships will lead efforts to design and implement diverse and creative education and outreach initiatives for key audiences and cultivate relationships and strategic partnerships and coalitions in order to extend the impact of NCVLI’s work.  In this position, the Director will be a strategic leader excited by the intersection of legal practice, training, and policy. The Director will represent NCVLI at trainings, public speaking engagements, workshops, conferences and on committees. The Director will oversee the design and implementation of strategic trainings and outreach events on victims’ rights.  To achieve success, the Director will work closely with the Executive Director to develop and manage strategies to foster partner engagement to advance victims’ rights.  This new position will report to the Executive Director and play a pivotal role in NCVLI’s efforts to advance victims’ rights practice and policy through training and collaborations. 

DESCRIPTION OF DUTIES & RESPONSIBILITIES:

Supervision (51%)

  • Responsible for the selection, training, supervision, evaluation, performance management, and discipline of select staff working on training, outreach and strategic activities.
  • Work to develop professional growth and learning opportunities to enhance internal capacities for effective communications, trainings, and outreach.
  • Provide leadership and strategic direction for NCVLI with a focus on culture, mission, and vision.
  • Encourage and build mutual trust, respect, and cooperation among employees.
  • Establish long-range objectives and specify the strategies and actions to achieve them.
  • Build and work with diverse teams effectively.

Education & Outreach (25%)

  • Design and implement strategic trainings and outreach events on victims’ rights for diverse audiences.
  • Oversee and participate in the simultaneous implementation of a wide range of outreach and education initiatives.
  • Work with team to craft communications and messaging for target audiences including advocates, attorneys, volunteers, funders and policymakers.  
  • Collaborate with staff the design and implementation of train-the-trainer type efforts to grow capacity for effective education and outreach both within NCVLI and with partners.
  • Master the use of existing resources, platforms, and programs and regularly seek out and employ new and better tools and techniques for all training and outreach efforts.
  • Write educational pieces on victims’ rights and law as part of efforts (e.g., op-eds, white papers).
  • Occasionally serve as an on-the-record spokesperson for NCVLI to help educate the public and policymakers about victims’ rights.

Strategy & Partnerships (19%)

  • Stay current on developments in victim law and policy, as well as relevant social science research.
  • Cultivate and steward a portfolio of ~200 influential partners – both individuals and organizations – to advance victims’ rights outreach and educational activities that to position NCVLI to achieve targeted impact goals across law, policy and community awareness domains.
  • Collaborate with other senior staff, board members and alumni to strengthen, deepen, and expand strategic partnerships to advance the mission of NCVLI.
  • Develop and manage strategies for partner engagement to advance victims’ rights.
  • Build and leverage relationships with individuals and organizations in the victim services sector, legal profession and amongst allied professionals.
  • Manage contracted consultants for training and outreach activities. 
  • Collaborate with Executive Director, Board of Directors and Advisory Council to leverage expertise to help advance mission and vision of NCVLI.

Other duties (5%)

  • Works closely with all staff to advance NCVLI’s mission and ensure all projects are programmatically sound, well-managed, timely implemented and enhance the rights of diverse victim populations, including those who have been historically under- or unserved.
  • Perform other duties as assigned, including contributing to team meetings and retreats, and supporting grant writing, fundraising, and reporting.

MINIMUM QUALIFICATIONS:

  • J.D. with five years’ experience post-law school designing, managing, facilitating and evaluating diverse training and/or educational efforts leveraging adult learning theory.
  • Three years’ experience post-law school working in public policy or related field.
  • Two years’ experience supervising other staff, including professional staff.
  • Experience building relationships with leaders in practice, policy, and funder communities.
  • Experience developing and advancing external relations and/or strategic partnerships.
  • Experience synthesizing complex ideas from law and translating for multiple audiences.
  • Demonstrated ability to strategically spearhead projects that are deadline-driven and involve multiple internal and external stakeholders.
  • Ability to work in a small, highly motivated and fast-moving office environment with frequent change, innovation and need for folks to be willing to fill any role needed for the success of the organization and/or project.
  • Culturally open-minded, flexible, and open to suggestions and opinions, with a passion for continued personal and team growth.
  • Skilled at speaking in large and small group public settings for diverse audiences.
  • Excellence in communication (oral and written) with demonstrated ability to communicate with both technical and non-technical persons.
  • Demonstrated organizational and project management skills.
  • Superb interpersonal skills.
  • Committed to issues affecting crime victims as well as to the interconnected issues of racial, economic and gender justice, and fighting systems of oppression.
  • Excellent skills in leadership, direction, and persuasion.
  • Ability to work effectively with a wide variety of perspectives and personalities.
  • Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform a variety of duties as needed in the organization.
  • Ability to honor and work with all identities and individuals, particularly those who are underrepresented in the country and/or at Lewis & Clark College

PREFERRED QUALIFICATIONS:

  • Existing knowledge of victims’ rights enforcement.
  • Ph.D. or Higher education degree in Adult Learning, Communications or Project Management.
  • Bar admission preferred
  • Seven years’ experience post-law school developing and deploying training and/or educational efforts.
  • Five years’ experience post-law school working in public policy or related field.
  • Four years’ experience supervising other staff, including professional staff.
  • Experience in understanding theories of and implementing practices to resist oppression.
  • Familiarity with and experience in a nonprofit or legal environment is highly desirable.
  • Conversational exposure to multiple languages to aid NCVLI’s continued efforts toward inclusivity.

WORK SCHEDULE:

  • Full time

PAY RATE:

  • $75,000 - 85,000 annually
  • Commensurate with experience

PHYSICAL REQUIREMENTS:

  • The job works primarily at a desk or is otherwise involved in activities requiring little lifting, climbing or working in tiring positions

Eligibility to Work

In order to comply with US Homeland Security Department regulations, all employees must complete an I-9 form in Workday prior to or no later than the first day of work and bring originals (no photocopies) of their supporting documentation to Human Resources no later than the 3rd business day of employment.
